Even for land based vehicles. There's just no correlation between the two. If you want ot know how fast you're going, you'll need to carry a GPS with you. There are too many variables that affect water speed. The answer depends on how much load the boat is carrying, the materials the boat is made out of, the shape and design of the hull, and the condition of the water (current, fresh vs salt water, etc.). As a good example, I had a 14' aluminum runabout with a 33HP motor that would hit about 25 MPH. I bought a larger boat of the same kind and put a 40HP motor on it and I can only go about 22MPH. Both motors are old 2 strokes, tuned nicely, and built before 1970. Later motors with the same HP rating can actually put out more horsepower because they changed the way HP is measured.
